In 2007, after the General Election, ABA Schools who were members of IAA (Irish Autism Action) agreed to delegate the task of carrying out negotiations with the Department of Education & Science. The task was to achieve the best possible outcome in the recognition of the ABA Schools, in the context of the commitment included in the Programme for Government.

The Working Group was set up by the ABA School stakeholders. This arose from the meeting held on 24th March 2010 when it was proposed that there could be a different strategy applied to get a better outcome for the Pilot ABA Schools. The presentation of the draft deal document at the earlier 6th March meeting had generated significant levels of concern about the prospects of the ABA Schools if the schools were forced to accept the offer that was being concluded in discussions with the IAA's Negotiating Team.

It was agreed that The Working Group would report back to the next ABA Schools Stakeholders meeting, at which a possible "Plan B" would be presented.
